ESL- English as a Second Language questioned by local teacher

A local Racine Blog that I read called the "Kringlesphere" which can be reached by the link below-

-has a post written by a teacher of Racine Unified Shcool system here in Racine, where he talks about his letter to the editor of the "Racine Journal Times (our local rag of a newspaper) regarding the "new" school program called "ESL or English as a Second Language".

In his letter to the editor he talks about how he feels that it is a program that is needlessly taking money away from the shcool budget here in Racine.
Money that can be used for a better purpose.

His views have caused quite a stir in the local blog that is sponsored by the Journal Times. Read the article and the back and fourth "banter" that follows below.....

For all that it is worth, I agree with this teacher for the most part. I will add that I feel that if this cirriculum is to continue here in Racine (and elsewhere) that it should be renamed EFL.....English as a FIRST Language.
