This just in...
Wisconsin Senator Russ Feingold, (who I feel will be either the next U.S. President or at least one of the most infuentual government officials in the years to come....if the current administration doesn't find a way to "do away with him"), is calling for a Censure of President Bush in response to Bush's reckless use of "domestic wiretapping" of it's citizens....

Definition: censure \SEN-shur
noun:
1. The act of blaming or finding fault with and condemning as wrong; reprehension; blame.

transitive verb:
1. To find fault with and condemn as wrong; to blame; to criticize severely.
2. To express official disapproval of.

....In the above context with what Senator Feingold is trying to do: Although ill-defined, censure is a process of Congressional reprimand--the political equivalent of a strongly-worded letter. In 1834, a Whig Senate "censured" Democratic President Andrew Jackson in retaliation for his withholding documents. Three years later, a Democratic Senate "expunged" the censure from the record. However, that act of censure had no basis in either the Constitution or the Rules of the House and Senate. This remains true today. Ordinarily, Congressional disapproval of the President is relayed either through its legislative power including the veto override power or through impeachment.
And a little more background on this process:

This censure has only been used once in U.S. History and if I recall that was with Andrew Jackson back in the 1800s....I recall watching a movie about this man a few years ago...
God how I wish and hope that Feingold can work his magic and get this crazy lunatic impeached. This of course is a first step to say...hey George...start obeying the laws and stop making your own....
