This is also a very cool concept.
I do not know if it would work in Racine ( the driver would probably either be shot or the mayor might ask for a ride home after a night of drinking a bit too much) but it has possibilities all the same.
It is akin to "hitchhiking with permission" as far as I can see.
So if you are board on your way to work and the Sirrus Satalite Network has you flipping the channels for something to listen to on your drive in to the office.....you might want to get a "Slug Line" started in your little megatropolis.
They are doing it Washington D.C. so I am sure it could work almost anywhere...surly in Milwaukee or Madison which are in my "neck of the wooods".
