In 1918, the first national legislation for a daylight-saving plan passed under Woodrow Wilson. Opponents lobbied for a return to "God's time," arguing the plan would disrupt international trade, render almanacs useless and cause an "increase in the nervous diseases." The legislation was repealed in 1919.
